Accessibility

ADA & Accessibility

The City of Dinuba is committed to ensuring that people with disabilities have equal access to City programs, services, facilities, and information — including this website and our public documents.

Notice Under the Americans with Disabilities Act

In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA"), the City of Dinuba will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.

Accessibility Built In

Accessibility is built into this website itself — semantic structure, keyboard operability, screen-reader compatibility, and sufficient color contrast — and our public documents are remediated at the source to a recognized standard. We do not rely on a third-party accessibility "overlay" or widget; overlays do not achieve WCAG conformance, and the disability community and the U.S. Department of Justice do not accept them as a substitute for an accessible site and accessible documents.

Accessible Public Documents

The City's public documents are provided as accessible, screen-reader-ready files — including older documents that were previously posted as scanned images that a screen reader could not read at all. The following have been remediated to the PDF/UA-1 (ISO 14289-1) standard and tested with veraPDF, with human quality assurance:

Requesting an Accommodation or Alternate Format

If you need a reasonable accommodation to participate in a City program, service, or activity — or a City document in an alternate format (large print, accessible electronic file, or another language) — contact City Hall. For meetings, please request as far in advance as possible.

  • Address: 405 East El Monte Way, Dinuba, CA 93618

ADA Grievance Procedure

Anyone who believes the City has not provided equal access, or has discriminated on the basis of disability, may file a grievance:

  1. Submit the grievance in writing to City Hall, including your name, contact information, a description of the problem, and the access you are requesting.
  2. File as soon as possible, and generally within sixty (60) calendar days of the alleged barrier or denial of access.
  3. The City (or its designee) will respond, typically within fifteen (15) business days, in a format accessible to you, and will arrange to meet if needed.
  4. If the response does not resolve the issue, you may request a review by the City Manager.
  5. Filing a grievance with the City does not affect your right to pursue other remedies, including a complaint with a state or federal agency.

Website Accessibility

This site is built and tested toward WCAG 2.2 Level AA — the standard referenced by the U.S. Department of Justice's 2024 ADA Title II rule for state and local government websites. Read the full Accessibility Statement for our conformance target, the measures we take, and how to report a barrier.
